It is a power-saving feature which is why, as razmee209 explains, it won't happen if the phone is plugged in.

You can always let Apple know the kind of changes you'd like to see here:

Who cares if it doesn't happen to an Android you're using an iphone, if you want to stay connected to wifi then plug your phone into a power source otherwise enabled cellular data on your phone.

That is normal, your issue is with cellular data, since you're not getting your whatsapp calls. Talk to your cellualr data provider.

The will absolutely review your feedback. They will not, however, respond individually. And, they may not make the change you're hoping for.

If you leave a cellular network enabled and you have notifications enabled for WhatsApp when you receive a call the phone will enable Wi-Fi. The notification comes over the cellular network, but notifications turn on Wi-Fi for 30 seconds. However, if cellular is off there is no way for the phone to receive notifications.
