phone reset

I bought what was supposed to be a new phone (SE 3rd gen) but it's apparently used with a passcode on the lockscreen. I contacted the seller and they gave me the passcode, but it still says "iphone unavailable", without an option to "Erase iphone". Please advise.

You will need a computer to restore the device. Getting the passcode removed should be as easy as restoring. The only issue you may run into is the device being signed into an Apple ID. If that is the case, you will need that password to remove it...otherwise, you will not be able to ever use that phone.
