Can I reset an iPhone to unlock it?

My third gen se iPhone got manipulated back in January it has a iPhone unavailable when turned on it’s locked I forgot the passcode since then I replaced it with the exact same iPhone red. I haven’t used this phone since January there’s no service on it it was an unlocked and paid for phone from att I’m with t-mobile now can I reset this phone?

If you forgot the passcode on your iPhone, or your iPhone is disabled or unavailable -
