The meeting participant, if using an iPad, has likely enabled ten iPadOS Centre Stage feature - which will automatically pan and zoom the camera frame according to the participant(s) movement.

This feature is supported by FaceTime, Zoom and some other video conference Apps.

Greetings rahimac,

It's possible that the participant has Scene Detection enabled.

"Turn Scene Detection off and on

The Scene Detection setting can identify what you’re taking a photo of and apply a tailored look to bring out the best qualities in the scene.

Scene Detection is on by default. To turn off Scene Detection, go to Settings  > Camera, then turn off Scene Detection.

Scene Detection works with iPad mini (6th generation), iPad Air (4th generation and later), iPad Pro 11-inch (3rd generation and later), and iPad Pro 12.9-inch (5th generation and later)." Change advanced camera settings on your iPad

We hope this helps!

Sincerely.
