apple watch passcode doesn't turn on

I have got a apple watch ultra but whatever i do i cannot turn on the passcode on the watch. When i reset the watch and set it up it requires passcode to setup but when the set up finished, the passcode is completely off or disabled and I wouldn't be able to turn it on and it remains off.

does anyone had the same problem? if yes pls tell me how to fix it.
