Why my System Notification displays a notification if there's no update to be done?
I have done all the updates, deleted some .plist files from the Library/ Preferences restarted multiple times and nothing works.

When you open System Settings is nothing marked in red?
If not, Try booting into Safe Mode then restart normally. That will sometimes fix anomalies.

As noted in the screen shot you posted, you could have old, incompatible files that could cause problems. However, no one can tell unless you post the entire report as requested.
I think this was when I deleted everything from my MacBook and did a factory reset kind of thing and it didn't install the latest Update... so I did it extra... and since them I have the notification there.

Appears to be Trojan but at same time also appears to affect Microsoft Windows.
How this got into macOS is questionable at Best

Sounds like that could be the problem. I think someone else will have to respond to figure out what you need to do to get your Mac in working order.

The notification has been on even before I installed all the programs. So I believe it has nothing to do with Applications.

Well, I suspect you have something installed that caused the problem. I have two installs of Ventura 13.3. One on an iMac Pro and one on an M1 MacBook Air. Neither has the issue you describe and so far, you are the only one reporting the problem so it's local to your Mac.
You could post an EtreCheck report. Maybe something will reveal itself.
Use the Additional text icon to paste in the report.

Did you do a macOS update just before you installed Ventura?

This doesn't make sense. There was no Ventura 18.2.01.
Last idea, in the Terminal, copy then paste the following line, press Return.
killall Dock
