Connecting HomePod mini to personal hot spot.

I travel to the out islands in the Bahamas and use a personal hot spot to connect my iPad Air. I can’t connect my HomePod mini. All devices are in the same room and signal strength seems to be fine.

any thoughts?

HomePod mini given to new owner: different phone, different network -- no way to connect, or reset HomePod mini was set up with iPhone A and Network A in room A; it has been given to a different user with iPhone B and network B and room B.
