How do I expand the stacked notifications if my alerts are hidden?

Ok, so I've unlocked my phone figuring the alerts would be visible, but when I tap the stacked notification I can only see the top result, I cannot for the life of me expand the notifications to see all the grouped notifications in one stack? I've tried just about everything and I don't want to change my setting to unhide the alerts. Is this not an option to expand the notifications if they are hidden?

fyi I am using an iPhone X on iOS 16.3.1

It works for me. Tap it lightly and don’t move your finger while tapping.

If you tap the top notification the other notifications will “slide down” and become partially visible; you can then tap the protruding portion of the notification to expand it. This is a recent change in the way notifications expand.

I'm not sliding my finger to the right or left. I'm simply tapping and it gives the option to open. It's because I have my alerts hidden. So for some reason even when my phone is unlocked it doesn't expand the notifications when I tap it. Instead it wants to open the app and view the notifications within the app.

This did not work. If I tap the top notification it slides to the right and then says open
