Not when you permanently delete an item, no. Until then, you can recover from the Recently Deleted album. After 30 days, unless you delete earlier, the items are erased permanently

Y’all would be really cranky if you wanted and needed a permanent-delete function, because you absolutely needed some image or video gone, and only later discovered that your attempted deletion was less than permanent, right?
Well, for this case, permanent is permanent is gone, permanently.
Absent some other previous backup of this data or a shared copy, this video is no more, and has ceased to be.
Permanent means permanent. The item is irrecoverable.
