If you deleted them on your Mac, you should check carefully the trash bin, as long as you didn't empty it.

Did you have a time machine backup? Enter time machine, go to the folder where you stored the videos, then select a version and click Restore.

If you don’t have a backup, you need a data recovery program to recover the files. When files are permanently deleted, macOS just deletes the directories and marks the space available to store new files, the videos are still there on your Mac disk, until there is new data overwriting them. If you just deleted the file and did not add too much new data to your Mac, you can try tools like PhotoRec, Cisdem Data Recovery to retrieve the videos.

If you lost the videos on your iPhone, the last method is also looking for a 3rd party iPhone data recovery app.

Are you asking about Photos on a Mac or iPhone or iPad?

On an iPhone or iPad you would have to restore the device from the last backup you made while the video has still been on the device. See: Restore your iPhone, iPad, or iPod touch from a backup - Apple Support

Restoring will take the device back in time, so you will have to make a backup on a computer to be able to recover the current state, but do not overwrite the older backup with the new backup.

If you have been using iCloud Photos the iCloud backup of your device will not include the photos and videos. When you use iCloud Photos you need to archive your photos and videos separately, in addition to making regular backups.
