Unfortunately, once photos and videos have been removed from the recently deleted folder they are permanently deleted. The only means of recovery would be finding a copy that you've maybe uploaded somewhere online or sent to someone.
If they have not been removed from the recently deleted folder, then you can use the steps located at Delete and recover photos and videos on iCloud.com - Apple Support in order to try and recover them.
