Removing Other's Apple ID:

Take it back, and have the seller perform as instructed here including the iCloud logout: What to do Before you Sell, Give Away, or Trade In your iPhone or iPad - Apple Support. The seller should have known better.

Ask the seller to remove the lock or give you a refund. It's an anti-theft measure.
