my iPhone XR is frozen

my iPhone is stuck on the Lock Screen with the "home" app asking me if it's ok to send me critical alerts. Then I have the option to press allow and don't allow. I said kept pressing don't allow and then the screen frozen but I could still turn off my phone and move my screen around but I can't press anything. Also my side bar button doesn't work so I use a button on the screen to turn off my phone. I tried force restart but it's not working. I tried connecting it top my laptop and going through that but that was confusing so I gave up. Please can someone help me. I don't want to get a new phone don't got money to buy or fix this phone right now.
