Apple watch for Safety alerts

Hi team

I would like to purchase an apple watch for my father. I am wondering if there are apps for the apple watch that can detect falls and call the emergency contacts instead of calling emergency services. I am also wondering if it can be set up like an emergency alert pendant, where he can press a button/something else to call a family member for assistance. We are located in Brisbane, Australia and I have found some of the apps do not work in Australia.

I know the apple watch has the Fall Detection/emergency SOS built in, but this only calls emergency services, which is not what I am looking for.
