Can the Apple Watch text emergency contacts (like family) after a hard fall but NOT emergency services (like 911)?

My elderly parent lives in the same house as family, so we just need the watch to call or text family members, because someone is always home but not always nearby. We don’t want a lot of false fall detections because they have Alzheimer’s and won’t know how to use the watch anyway. Plus having police, fire, and ambulance show up because of nothing might be traumatic for them. Thanks

I've the same issue. My dad is 86 years old, sometimes he loses his balance and wants to call a family member at home for a hand (someone is always home with us as well) where it is not necessary to call emergency services.

Emergency services function is useful in a serious case when he can't call or is unconscious , don't get me wrong, but most of the times he just needs a hand and a button to speed dial us on our iPhones to alert us would be nice.
