Two-step verification and Two-Factor Authentication are two different things. Apple hasn't used Two-Step Verification in a number of year. What is now used is Two-Factor Authentication. I suspect you may actually have Two-Factor Authentication.
If you created the Apple ID recently, it will have Two-Factor Authentication enabled automatically and it cannot be turned off. If you have an older Apple ID and enabled Two-Factor Authentication within the last 14 days, you may be able to turn it off by going to the link in the confirmation email.
