When I receive a text, my camera lights flash on and off
why did it start and how to turn off?

It sounds like LED Flash for Alerts is enabled, you can disable it here:
Settings → Accessibility → Audio/Visual → LED Flash for Alerts → disable all three features.
Why the function is suddenly activated, I cannot answer. But now you know how to disable it again.
