Mac mini setup problems

I'm going through the setup process with only a keyboard. On the "Sign In with Your Apple ID" screen I've entered my ID. When I try to tab down to the Continue button, the tab only moves to the next field (Create new Apple ID) and goes no further. I can't seem to leave that field no matter what I do.

I thought I might get past the issue by restarting and clicking the "Set Up Later" option, but on my way to that option the tab again stops working at the "Create new Apple ID" field.

Any help will be appreciated.
