So my phone is broken you can’t use anymore and I still have my SIM card but I forgot my Apple ID user but I remember my password for my Apple ID and I just got a new phone and need to recover my pictures and apps but I Don’t know how I don’t have a receipt because this was a used phone though and need help please give any tips

Also look in Keychain, and in a browser's security settings if you use it to automatically sign into Apple when using a browser.
Once you can log into your acount, make sure iCloud settings is activated for photos. The photos should appear on your new device unless you were not using iCloud to store photos previously.
