Phone has two accounts linked to it. One is linked to the app store (that works) and one to icloud. The email that is connected to icloud has ... @icloud.com email and when trying to log in using that apple ID apple says the account is not valid, sothere's no way to recover password or change the account as it requires password for account that doesn't exist.. How do we change the apple ID to the other one?

If you are not the owner and do not have the Apple ID and Password then there is no way that you can get into this iPhone unless the original owner shares the Apple ID and password with you. If you are lucky you can get into this iPhone if they (owner) accidentally remove the device from their Apple ID.
