Mouse pointer disappears when I try to resize a window in Safari 16.3

For the last few weeks, my mouse pointer has been disappearing when I try to resize a window in Safari browser. I use several different browsers for different tasks, so I've only today realised that the issue appears to be specific to Safari (until now I thought the mouse pointer was randomly disappearing)

What I've tried:

Disabling browser extensions

Removing preferences file (com.apple.safari.plist) from ~/Library/Preferences

Other options to reset Safari that I've found don't seem to be available in my version of the browser, so I'm not sure what else I can try
