Safari resizes unexpectedly

If I put my cursor at the top of my browser window to reposition it and also move it to the top of my screen the window expands. If I do it again it goes back.

What is going on here? Can I turn off this "feature"? This never happened until I updated to Sequoia.

In System Settings > Desktop & Dock, turn off "Drag windows to menu bar to fill screen."
