Safari window opening off-screen on MacBook Pro

Safari opens with the bottom of the window off the screen. I can't grab a lower corner to resize, which means I can't use many functions on web pages that are off screen. Zoom doeesn't help.

Using MacBook Pro, Ventura 13.7.1

Safari version 17.4.1

Try this. Quit the Safari app, and then press and hold a Shift key while launching Safari from Applications or the Dock. That ought to reset the screen dimensions and placement.

Release the Shift key when the Safari window appears.
