iPhoto needs older iLife system frameworks, that are no longer a part of the most recent system versions, since macOS 10.15 Catalina. The last system version to support iPhoto has been macOS 10.14 Mojave. The last update to iPhoto (version 9.6.1) offered by Apple has been released in early 2015 for OS X10.10.3 Yosemite.

If you still have an older Mac with macOS 10.14 Monterey or earlier, use it to migrate your iPhoto Libraries to Photos. Only on an older system version can you compare the new Photos Library in Photos to the original iPhoto Library in iPhoto side-by-side and fix problems. Photos can migrate most of the metadata, but not all. You will want to compare the faces, the places, save the descriptions of events, etc. And you may want to weed out older files in a legacy format that is no longer supported on macOS 12 Monterey. and convert them to a more compatible format.

If you have to do the migration to Photos on your Monterey Mac, you can also open your iPhoto Libraries in Photos to create new Photos Libraries from them, but you can no longer compare the original iPhoto Library to the new Photos Library.

But it is urgent to do the migration now - once you upgrade your Mac to macOS 13 Ventura, Photos can no longer convert your iPhoto Libraries to Photos Libraries. The time is up. On Ventura you can only import the photos from the iPhoto Libraries to Photos, but no longer save the albums and events if you wait to long, you will lose the work you have invested into the structure of your iPhoto Libraries.
