Issues transferring data to new iPhone 13

Received a replacement iphone 13, restore in progress for days. Won't connect to WiFi, can't turn cellular data off, can't erase content. Techs can't figure it out either. Need to at least erase content so I can get yet another phone. Help!

If you're unable to restore to factory settings from your iPhone settings, use a computer to erase it:
