What is the difference between cellular and non cellular on the apple watch? Can you use your phone with the non cellular?

Yes. For a non-cellular watch, you will be able to answer calls, emails, messages and more … as long as your iPhone is nearby. It works well for me but many people prefer to leave the phone at home (on a run, for example). They buy the cellular version.

If you are asking about not turning on cellular for the iPhone, then that is a separate question. You can use the phone that way as long as you are connected to wifi.
