How to not using a payment method for Apple pay

How do I download apps without adding a payment method? Ive had too many fraudulent charges from Apple to count. But I am unable to download anything without them wanting a credit or debit card.

Billing information is needed If you can't choose None as a payment method. The "None" option will not appear...

If you have an unpaid balance or payment due
If you have a subscription that automatically renews
If you're using the iTunes Store or App Store for the first time
If you are not in the country or region you’re creating an Apple ID for
If you changed your country or region
If you're a part of Family Sharing
