MacBook Pro mouse glitch

Hi everyone,

Really weird one...

MacBook Pro has started jolting / glitching / zooming when hovering over certain apps / programs (screen recording below).

This happens when connected to monitor using a 3rd party keyboard & mouse (I have tried a few difference mice and the same issue happens)

You can see that loading google maps causes it to zoom all the way in when hovering over the maps and then stops when I move away from the page, and opening a video causes playback to stop and start (when I move the mouse away it plays fine).

This has literally started happening yesterday and I have no idea what I have done.

Any ideas / help? Got a lot of work to do and this is making it really painful.
