How do I change the default country for new contacts?

Hey Ninabq,
Are you referring to the Address field when trying to create a new contact? If so, that should be set to whatever your country or region is set to in iOS.
Go to Settings > General > Language & Region, and confirm the country there. If it's the same as the default for the address field, this would be expected behavior from your iPad.
