Sending and receiving SMS messages from my iPad Pro

I just got an iPad Pro (6th generation) to replace my 4-year-old iPad Air. Both devices are Wi-Fi only and both are running IOS 16.3.1.

I find that the new iPad will not send or receive SMS/MMS messages, something I did daily on my old iPad. I have looked through the Message settings but don’t see any obvious problems.

I hope someone can offer some guidance — I use text heavily for work and personal communications.
