No sound on apps unless ringer is on (IOS16.4 update)

I’ve just updated my phone to IOS 16.4 and I’ve noticed something that might be a bug (or a bad feature). When I go to watch videos on certain apps (ex. Videos on google photos, Instagram stories, etc) the audio won’t play when I change the volume like normal, it only plays if I unmute my ringer. This doesn’t happen on tiktok and a few others so it’s not a universal issue.

It’s really annoying since now anytime I watch a video I have to turn my ringer on and it mutes the video anyway when I get a notification.

I don’t see a point for this if it’s an update feature, but it seems to be a bug and I was wondering if anyone had a similar problem or a solution!
