Who is the Owner?
This may be a device that was locked through use of Find My. So, if purchased secondhand (i.e. off of eBay or Craigslist), then the seller needs to unlock it. This is the site the seller should have used prior to selling it to you: What to do Before you Sell, Give Away, or Trade In your iPhone or iPad - Apple Support. The seller should have known better.
