Ventura app window positions and sizes are forgotten

In every OS up through Monterey If I resize and or move a window, the app/Finder remembers where it was in the last session. For instance, I have 2 x 23" monitors. I like certain apps to open onto- and fill the right-hand screen. Previously that was not a problem. In fact window positions were remembered through many OS upgrades and even Mac upgrades (from G4 to Power PC, Intel, and under Monterey on my M1). Now, under Ventura 13.2.1 those same apps open into smaller windows and always on the left-hand screen. If I want to use them as before, I need to move them to the right and resize them.

Mail and Safari retain their correct sizes and positions, as do some 3rd party apps. But even Apple Apps like Podcasts and Music have a mind of their own. It's only since moving to Ventura that this happens. If anyone has seen this and has a fix, I would love to know it.
