I can't get my iPhone SE A1662 into recovery mode in order to reset it. And I can't get iTunes to recognize it being plugged into my computer. What do I need to do?

Troubleshooting:
Turn your iPhone On and unlock it -> enter the passcode.
Go to Settings -> set Auto-Lock to Never.
Connect your device to your computer using an Apple USB cable & try also another USB cable.
Make sure your Windows PC is up to date.
Update to the latest version of iTunes
Update to the latest version of iTunes for Windows 10 – Apple Support (UK)

Check the Wi-Fi connection.
Turn Off Hotspot.
Turn Off or remove VPN if necessary.
Disable all AV & Firewalls temporarily while you connect your iPhone.
It is at this moment that I see how important it is to fully explain the situation that I have found myself in. When I asked for a little help yesterday. I left out that my iPhone SE A1662 is disabled, and I do not have access to the password or any of the account info of the previous owner. I bought it off of someone that gave me the explanation that all I had to do was hook it up to iTunes and reset it. It is now looking like I made a bad investment so far.
If you bought 2nd hand iPhone, you must contact the seller (hopefully it is the previous owner), otherwise you have been scammed.
Each Apple device is linked/associated with an Apple ID of the person who did the setup.
Activation Lock prevents anyone who is not the owner from using this iPhone.
To unlock the Phone, you need the Apple ID and password of the previous owner, that were used during set up.
So you have to contact the previous owner.

Then the previous owner has to remove the iPhone from his account, see this Apple article:

Then you can sign in with your own Apple ID.

You have to show proof of ownership of your product, provide all documentation showing your purchase of the device.
If you do not have additional proof of ownership, contact the reseller. They may be able to provide the original purchase document.
Once Apple receive your proof of ownership, Apple will further review your request and provide an update.
It is now looking like I made a bad investment so far.
Yes, ask your money back if possible.
