iCloud restore on new iPad Pro stalled/very slow.

Got a new iPad Pro, I did the "simple setup" where it sets it up from another iOS device, then restores the backup from my old iPad via iCloud.

The initial setup was fast, it connected to my WiFi just fine, and it started redownloading apps, but now it seems stuck. All grayed out apps are in "Waiting…" with none showing the "circle with progress", and in Settings it has said "An estimated 14.1 GB will be downloaded to finish restoring your apps and data." for many hours.

The WiFi is plenty fast (>1Gbit internet connection, and Speedtest.net and Fast.com both show >100 Mbps actual tested speed via WiFi where my iPad is.) And the iPad of course has plenty of available space (it's a 256 GB iPad Pro that is replacing an older 64 GB iPad Air, so semi-obviously the iPad has plenty of available space.)

There's an iPadOS update waiting for the iCloud restore to finish before it will let me run the update.

Anyone know of any way to either speed up the stalled restore, or cancel the restore for now so I can apply the security update first?

Another 12 hours have passed, I've let it sit multiple hours, restarted, let it sit multiple hours, etc. Still stuck at 1.8 GB remaining.

Alright, it has now been overnight. More than eight hours later. It is down to 1.8 GB remaining.

My internet connection is fast enough that this should be done by now. Just since waking up, I dowloaded 15 GB of files on my Mac, over the same WiFi and internet connection, and it took less than 15 minutes. There's no reason the iPad Pro should be this slow.

I have a 2.5gb connection and yes it can take this much time. Lots of things can affect this. If the iPad isn’t plugged in it should go slower on downloads if it’s too hot.

if your isp has some routing problems. If your router does. If the connection is busy. So yes. At least it’s downloading now and almost completed. This is more than what you had at the start when it had stopped.

Well, a further 8 hours, and it's been stuck at 1.8 GB remaining the whole time. I have restarted twice during that time, it has been plugged in to power the whole time, my internet has been working fine the whole time. Heck, I even plugged in a USB Ethernet adapter that is supported by iPadOS to make sure WiFi wasn't the problem. The fact that it did ~12 GB in 8 hours overnight, but hasn't budged the last 8 hours shows this isn't "just keep waiting" or "slow internet". A 4.5 Mb/s internet connection would have finished the last 1.8 GB by now. And mine is far faster than that.
