Unable to Load Photo

Some of my pictures/videos are blurred and some are just grey picture. Both got exclamation symbol at the bottom right corner. When I click the symbol, the message pop up says "Unable to Load Photo. An error occurred while loading a higher-quality version of this photo"

I've tried few methods below to see if the issue fixed.

1. Check your iPhone storage
2. Force quit and open Photos
3. Turn off data saver
4. Enable cellular data
5. Allow unlimited data for syncing
6. Restart your device
7. Turn off power saver
8. Delete and recover the photo
9. Log out and back into Apple ID
10. Deactivate storage optimization for photos
11. Update your iOS version

Still issue Unable to Load Photo. An error occurred while loading a higher-quality version of this photo. Anyone know how to solve this issue?
