These devices are too expensive not to be able to update. They are still working great and you have to buy one bc of updates. Frustrating

The post to which you replied was written in April. At that time, there was no iOS 15.8. iOS 15.8 was released October 23rd.
The iPad mini4 has insufficient system resources (CPU and RAM) to run iPadOS16 - and for this reason, along with the iPad Air2, Apple has not released iPadOS16 for the iPad mini4. Instead, both of these models benefit from iPadOS 15.7.4 that is only available for these two models of iPad.

Yes, iPadOS 15 is the end of the line for the iPad mini 4, an iPad that was running iOS 9 when Apple released it nine years ago.
Yes, there will never be an iPadOS 16, 17, or 18 update for the iPad mini 4, as you could have learned by reading the existing replies in this thread.
The iPad Mini 4, released by Apple 7½ years ago, cannot be updated beyond iPadOS 15.7.X.

No, it can't.
The maximum is iPadOS 15.8. Believe me, I tried to do that too.
