The iPad mini4 is capable of update to iPadOS 15.7.4. The iPad mini4 does not support iPadOS 16.x.
Whether or not you are able to update any iPad to a newer version of iOS/iPadOS will be dictated by the iPad model - and the currently installed version of iOS. You can find this information here:

Here is a list of the highest version of iOS supported by the older models of iPad (for simplicity - “generations” are shortened to a number) that are restricted in their ability to be updated:
32-bit devices (obsolete)
iPad1 - iOS 5.1.1
iPad2, iPad3 and iPad mini1 - iOS 9.3.5 (WiFi Only models), iOS 9.3.6 (WiFi & Cellular)
iPad4 - iOS 10.3.3 (WiFi Only), iOS 10.3.4 (WiFi & Cellular)
64-bit devices
iPad Air1, iPad mini2 and iPad mini3 - iOS 12.5.7
iPad Air2, iPad mini4 - iPadOS 15.7.4
Newer models are all able to be updated to the current version, iPadOS 16.4

- iPad (5th generation and later)
- iPad mini (5th generation and later)

You should note that for your iPad to install an available update, its battery must be charged to at least 50% capacity - and/or be connected to its Power Adapter. Similarly, the iPad can only be updated over a standard WiFi connection - or be updated by a PC or Mac using iTunes or Finder - over a USB connection.

There have been lots of times where the mini was behind in terms of the latest Apple silicon. Perhaps not now with the mini 6. I actually got a mini 4 in 2017 and can't complain about it. Paid $299 for it new at a time when 128 GB was the only storage capacity available. And mine still works to some degree, although it's flaky now because of physical damage.

You can use a Computer to update. Read My User Tip: Making Use of a Computer for Updating an iOS Device - User Tip. If any updates are available, they will install, sure enough.
I also have an iPad mini 4 that I have been trying to update to iOS 16. Unfortunately it will only update to 15.7.9. I changed my Apple ID on the advice of Apple support after a two hour chat. I also connected to a computer After reading your tips and it is still showing that iPad iOS 15.7.9 is the latest version.
Can you please help me with this?

The post to which you replied was written in April. At that time, there was no iOS 15.8. iOS 15.8 was released October 23rd.

FYI, Netflix recently increased the minimum requirement for their iPhone and iPad apps. Now the iPhone app requires iOS 17.0 or later, and the iPad app requires iPadOS 17.0 or later.
Why? Because Apple makes these decisions for whatever their reasons are.

These devices are too expensive not to be able to update. They are still working great and you have to buy one bc of updates. Frustrating
