FWIW, I too recently got a new Mac mini. Mine is a M2 Pro model and I have two external drive systems directly connected to its Thunderbolt ports: a WD MyBook Pro, & a OWC miniStack STX. In my case, powering down the mini also properly ejects all of the drives in both of these systems ... without any error messages.
You would see this error message because macOS is warning you that you disconnected an external drive or device without properly ejecting it first. This message is intended to protect your data and prevent damage to your device.
To stop getting this message, you should always eject your external devices before disconnecting them. Here are the steps to properly eject an external drive on macOS:

ok, its a brand new mac mini, everytime i have had to reboot, for this reason or that. when the computer and screen come back on, you get the standard message that you didn't eject your hard drives. is this something i need to do manually each time i turn it off, because of ventura. my old mini ran catalina and it always ejected my external hard drives, sd cards or flash drives when i restart or turned it off. so far not impressed
one of the main reasons i bought a new one is i recently got google drive to archive and share my photos. my 2012 mini was stating it would take 45 hours to upload, so in the meantime i got the 2023 because it thought it would be faster, but no....it said it was going to take 1000 hours, yes thats right 1000 hours. still not impressed, what kind of crap are you selling apple?

it was a restart twice, and another time it had gone to sleep and when i woke it up it gave me 2 warning messages, since i have 2 ext drives
