Mas OS Ventura 13.3

When I double click on a document downloaded from Google Drive or Moodle whose name has an accent, 
for example "Práctico.pdf" Mac opens Vista previa but is unable to open the document.
The strange thing is that if I rename the file, then it fixes the problem, 
even if I rename it the same way.

Yes, this has been noted recently. It has to do with the fact that many Unicode characters can have more than one representation. It seems that one does not even need to rename the files, though. Merely pressing return as if to edit, and then changing nothing, seems to work. I have not encountered such files yet. If you can suggest some source where one may download a file showing the problem, I would not mind testing.
