The strange thing is that if I rename the file, then it fixes the problem,

Yes, this has been noted recently. It has to do with the fact that many Unicode characters can have more than one representation. It seems that one does not even need to rename the files, though. Merely pressing return as if to edit, and then changing nothing, seems to work. I have not encountered such files yet. If you can suggest some source where one may download a file showing the problem, I would not mind testing.

I have been able to reproduce it using, for example, Google Drive from Chrome.
I create a file in Drive and rename it to "Artículo *** ñ.pdf"
When downloading it on the Mac, it cannot be opened from the Finder.
I have some sample file. How can I send them to you?
It would be simple to share such a file but the method I often recommended is frowned upon by the moderators. But your post gave an idea. I will try to create one such file myself and see what happens.

Great. Keep in mind that the download must be from Chrome, with Safari the behavior is different and there are strange characters in the file name but the Finder can open it.
