2023 M2 Max MacBook Pro - HDMI Port Only Allowing 30 Hz Output

When I plug in my 4K Dell P2715Q monitor via HDMI, I only get 30 Hz. The monitor has two ports, DP and HDMI.

Cables tried:

USB-C (MacBook) to DP (Monitor) - 4K at 60 Hz works.

HDMI (MacBook) to HDMI (Monitor) with 2.1 cable - 4K at 30 Hz

What is slowing me down here? The MacBook HDMI? The monitor HDMI? The cable? My guess is that the monitor HDMI is old and not compatible with 2.1 speeds and outputs. Any guesses?

Monitor supports up to 4K 60 Hz, I'm just trying to figure out if that is ONLY through the Display Port and not the HDMI port.
