I need every time to press button to show Tools menu
How can I save my time and change that behavior?

Sorry. I finally understood what you were referring to. You are correct. When taking a screen shot in Monterey and clicking the Floating Thumbnail, The Markup Tools were automatically opened. That is not the case in Ventura.

Probably, the shortcut is different in your language.
See what is there in the menu in this location:

Alternatively, you can use the keyboard shortcut Command-Shift-A. It is at least a bit quicker than clicking.

The keyboard shortcut works in Preview, not in Quick Look.
FWIW, the screen shot the user posted is of Quick Look, not Preview. Hence my last post.
