How to generate Redeem codes for different countries by using Apple Business Manager?

Hello! I have developed an App and used Apple Business Manager to publish it only by using redeem codes, so that I will purchase redeem codes for just the users I want to install the App. I just realized that my redeem codes are ony Italy contry "based" and cannot be used by users abroad.

How can I generate (purchase) redeem codes for other countries?
