Don't want Airplane mode setting changed from on to off after IOS update

I have extended travel out of US. I leave iPhone 13Pro on Airplane mode with Wi-Fi turned on entire trip. Never an issue except when there is IOS update. Upon reboot, phone comes on with Airplane mode off, and Voila! I have $10 AT&T International Day charge. How can I have the phone stay in Airplane mode when it reboots after IOS update? BTY saw 2020 thread similar to this but never a solution offered. I turn Airplane mode on from Settings and well as WiFi.

A work around for us is to not initiate an update on the iPhone unless we have changed settings on the phone not to connect to roaming networks. Our AT&T plan has to be set to "no international day plan" set on each phone's account/plan. We conduct the update and then turn it back on if we wish or need to have access to a local network while traveling.

Updating your iOS will not disable airplane mode after the update.


An iOS update may bring changes and improvements to the airplane mode feature or other wireless connectivity settings, but it will not automatically disable the feature after the update. You can continue to use airplane mode on your iOS device as needed, even after updating to a newer version of iOS.
