iPhone 11 will not boot

Ok so my son gave me his Iphone 11 now that he has upgraded. Unfortunately this is the first apple product I own and my first. so he explained to me that I needed to download Itunes to my computer so I can factory reset and download 16.4 ios. So I downloaded Itunes and started the update, but I did not factory reset it. Well it started the update download and it got about 7/8ths completed then all of a sudden an error message came up (I don't remember what the code number was) and the download stopped. Now thew phone wont boot and is stuck on a screen where it shows a usb cord and apparently I am supposed plug it into a computer/laptop. Well when i do so nothing happens probably because I don't have a mac I only have a pc please help me get this phone running properly thank you.

Well, before giving the iPhone to anyone else, your son should have done this.

What to do before you sell, give away, or trade in your iPhone or iPad - Apple Support

If he did, you would likely not have needed iTunes or any computer.

Anyway, have him do that now, then if a computer is still required and an error occurs:

If you see the Restore screen on your iPhone, iPad, or iPod touch - Apple Support
