It's odd that it's not on the App Store... I though the point was that Apple could vet the programs.

Neither Apple nor Google has access to any source code from apps. Many developers are unable to examine even their own code and unwittingly become a delivery vehicle for malware.
The technical restrictions that Apple imposes on all App Store apps makes such apps undesirable for hacking. Scams are extremely popular, but also totally legal.
But even if an app is not in the Mac App Store, you can research on the software and developer and determine if it is safe to install. Zoom is definitely safe to install. But nothing is 100% safe.
Apple doesn't vet anything. Many apps need technical capabilities that are not possible from the Mac App Store.
