iMac M1 24" can not save bookmarks as Tabs

when I try to SAVE a website as a Bookmark TAB no tabs appear ?

iMac 24″, macOS 13.2

You you have tabs showing in the Safari window? Select the bookmark in the window with all of the tabs and use the Bookmarks ➙ Add for these xx tabs…

But if you're in a single window you'l get this:
