Do Not Disturb allows notifications from apps not included in settings

That is a strange issue to have, especially as you don't have those apps under the 'allowed apps' setting for Do Not Disturb/Focus settings. We'd like to continue ruling out some other possible causes, along with learning more about what's happening:

1. Which apps are still able to send notifications even though you don't have them in the 'allowed apps' settings?
2. When did this start to occur?
3. Sometimes unexpected behavior can be resolved with a restart: Restart your iPhone
