App Store not downloading new apps when screen time on

If the problem has appeared immediately after performing the iPadOS 16.4 update, if you haven’t done so already, try a forced-restart - as this will often clear an isolated update or connectivity issue:

Force restart iPad (models with Face ID or with Touch ID in the top button)

If your iPad doesn’t have the Home button, do the following:

1. Press and quickly release the volume button nearest to the top button.
2. Press and quickly release the volume button farthest from the top button.
3. Press and hold the top button.
4. When the Apple logo appears, release the top button.

Force restart iPad (models with the Home button)

Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.

Do your part: Let Apple know what is going on here. Provide them with feedback on this. They may not get back to you directly, but the more feedback they received on this, the more they will know what is going on, and what needs to be fixed in updates to come.

1. Go Here: Feedback - iPhone - Apple
2. Select: "Bug Report" for the "Feedback Type"
3. Comment: that it is after installing the update when the issue began. Include the URL of this thread.
4. Proceed from there aw necessary

If you are unable to add or remove Apps on your iPad, you’ll need to check your ScreenTime restrictions:

• Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Adding Apps - ensure that this permission is set to Allow
• Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store Purchases > Deleting Apps - ensure that this permission is set to Allow
