if i airdrop a photo to a friends phone but their phone is connected to a shared apple id will everyone on that apple id receive it?

Yes. If people are sharing an Apple ID, everyone would eventually see the photo if items sync with iCloud.

what if it was immediately declined and the other devices were not nearby?
Then nobody would receive it.
also if the airdrop hadn’t been accepted or declined would of the request gone to the other devices or just the one it was sent to, or would they only see the airdrop if the photo was accepted
